Captain Superintendent of Police was unable to obtain the in-

formation given by Hau Hang without making the promise be

mentions in his letter. Hoit is, I think, a lucky man to thus

escape a criminal prosecution. Dismiss him in accordance with

the recommendation of the Captain Superintendent of Police?
